Penny deals on two Windows Phone 7 devices appeared on Amazon.com and the devices made their debut at RadioShack amid a report that Microsoft sold just 40,000 of the devices at launch.

Amazon is selling the HTC Surround and LG Quantum for 1 cent as part of a wider penny sale on AT&T devices which runs until Monday. The penny deals cover a variety of AT&T handsets other than the two Windows Phone 7 devices and are only available for new customers who must sign up for a two-year contract.

RadioShack introduced three new Windows Phone 7 devices, the Samsung Focus and LG Quantum from AT&T, and the HTC HD7 from T-Mobile USA. The Focus and the HD7 are available now for $199.99 and $249.99, respectively. Specific availability for the Quantum was not announced, but RadioShack said the device was "coming soon."

The launches of the new phones come amid the first report of the platform's success from TheStreet.com. The Cote Collaborative told the website that Microsoft sold just 40,000 Windows Phone 7 devices during its launch on Monday, not including the 89,000 free phones handed out to Microsoft employees.
