MUMBAI—Reliance Communications Ltd.'s plan to merge the telecom-tower assets of its Reliance Infratel Ltd. with telecom-infrastructure company GTL Infrastructure Ltd. was scrapped Monday, dealing a blow to the fund-raising and debt-reduction efforts of the Indian wireless carrier.
